Proper Technique: 
  1. Lie on the floor and bring knee to hip level
  2. Grasp behind the thigh and extend the knee to straighten the leg
  3. Draw leg closer to chest while keeping it straight or slightly bent

Bringing the knee to the chest and extending the leg only slightly. The leg should be nearly straight to provide an optimal stretch.
